Because I've already been emailed a few times on the subject, I figured I should post a quick update just to let everyone know where we stand.
Q: Is the project dead?
A: No, just stalled.

I'd love to help continue this project (not by myself, of course)! I am a big fan of Fire Emblem themed games! I'm not sure what direction you want to take with it, but I'd love to see it rewritten to be cross-platform capable. That's assuming it isn't already (I didn't see any indication on the main website about it being available for anything other than the Windows platform).
I'm currently an honors undergraduate in CS and CpE and am looking for a simplish project to be involved in and was thinking that this could be a good one. I have several educated years of experience with Java, one official year of education experience with C++ (but I'm willing to work hard to meet your standards!), and some other non-educational experience with Visual Basic 6, Visual Basic .NET, and C#. I'm also willing to learn other languages like Perl and Adobe's Flash (I own Flash CS3 and Flex Builder but do not have much experience with them). So, if you're still interested in bringing this project back (and maybe giving it a little nudge for cross-platform capabilities), please contact me!
